What happens to the reserves?
Fiscal reserves are the Government's savings, growing with a surplus and shrinking with a deficit.

Reserves fell from HK$957.1 billion at the end of 2021-22 p.3 (official document, opens in new tab) to HK$654.3 billion at the end of 2024-25 p.1 (official document, opens in new tab). As a share of GDP they are forecast to fall from 19.5% to 17.3% p.7 (official document, opens in new tab).
For 2025-26 this shows the Budget's February revised estimate, HK$657.2 billion p.7 (official document, opens in new tab), because the 2026-27 estimate and the forecasts start from it. The provisional outturn, published in April 2026, was HK$665.5 billion web (official document, opens in new tab).

Revenue
- Land premium is estimated at only HK$18.0 billion in 2026-27 p.1 (official document, opens in new tab). From 2027-28 the forecast assumes it rises gradually to 2% of GDP p.10 (official document, opens in new tab), far above today's level.
- Exchange Fund transfer: in 2027-28 another HK$75 billion of Exchange Fund investment income goes to the Capital Works Reserve Fund p.88 (official document, opens in new tab), as in 2026-27 p.88 (official document, opens in new tab). It is one-off money that lifts revenue in those two years.
- Global minimum tax: from 2027-28, the minimum tax on large multinational groups is expected to bring in about HK$15 billion a year p.86 (official document, opens in new tab).
- Higher allowances: from the 2026/27 year of assessment, the basic allowance rises from HK$132,000 to HK$145,000 p.107 (official document, opens in new tab); the married person's allowance rises from HK$264,000 to HK$290,000 p.107 (official document, opens in new tab); the child allowance rises from HK$130,000 to HK$140,000 p.107 (official document, opens in new tab); the allowance for a dependent parent aged 60 or over rises from HK$50,000 to HK$55,000 p.107 (official document, opens in new tab). The Government expects these to cost HK$3.56 billion, HK$680 million, HK$970 million a year p.94 (official document, opens in new tab): about HK$5.2 billion in total (our calculation).
Day-to-day budget in surplus, building works borrowed for
The forecast splits the Government's accounts in two. The operating account covers day-to-day spending such as salaries, welfare and public services. The capital account covers building works and other investment, and is where government bonds are counted. The operating account is forecast to be in surplus every year; the capital account stays in deficit, and bonds fill the gap.
